Three ministries and commissions issued a target: small-scale production of medical rehabilitation robots

Robots are not only the key support equipment for advanced manufacturing, but also an important entry point for improving the human lifestyle. Whether it is an industrial robot applied in a manufacturing environment or a service robot applied in a non-manufacturing environment, its research and development and industrial application are important indicators for measuring the level of technological innovation and high-end manufacturing in a country. Vigorously developing the robot industry is of great significance for building new advantages in China's manufacturing, promoting industrial transformation and upgrading, accelerating the construction of a strong country and improving people's living standards.

In order to implement the "Made in China 2025" as the overall deployment of the key development areas, and promote the rapid, healthy and sustainable development of China's robot industry, on April 27, the Ministry of Industry and Information Technology, the National Development and Reform Commission, and the Ministry of Finance jointly released the "Robot Industry". The full text of the Development Plan (2016-2020) (hereinafter referred to as "Planning").

During the "13th Five-Year Plan" period, the "Planning" will strive to achieve major breakthroughs in key components and high-end products of robots. By 2020, the annual output of China's self-owned brand industrial robots will reach 100,000 units, and the annual output of industrial robots with six axes and above will reach 50,000 units. The annual sales revenue of service robots exceeds 30 billion yuan.

First, the status quo and the situation

Since the birth of the world's first robot in 1954, the world's industrialized countries have established a complete industrial robot industry system, leading core technology and product applications, and formed a few leading robots that dominate the world. Especially after the international financial crisis, these countries have raised the development of robots into a national strategy, and strive to continue to maintain a leading edge. In the past five years, global industrial robot sales have grown at an average annual rate of more than 17%. In 2014, sales reached 229,000 units, a year-on-year increase of 29%. The global manufacturing robot density (the number of industrial robots per 10,000 workers) averaged 5 years ago. The 50 has increased to 66, and the density of robots in industrialized countries has generally exceeded 200. At the same time, service robots are developing rapidly, and the scope of application is becoming more and more extensive. The medical rehabilitation robots represented by surgical robots have formed a large industrial scale, and special robots such as space robots, bionic robots and anti-terrorism riot robots have been applied.

China's robot research and development started in the 1970s. In recent years, with the support of a series of policies and market demand, China's robot industry has developed rapidly. In 2014, the sales volume of self-owned brand industrial robots reached 17,000 units, an increase of 78% over the previous year. Service robots have developed a series of representative products and applications in scientific research, medical rehabilitation, education and entertainment, and family services. Since 2013, China has become the world's largest industrial robot application market. In 2014, sales reached 57,000 units, a year-on-year increase of 56%, accounting for 1/4 of global sales, and the robot density increased from 11 to 36 years ago.

Although China's robot industry has made great progress, compared with industrial developed countries, there is still a big gap. Mainly manifested in: the lack of key links in the robot industry chain, high-precision reducers, servo motors and controllers in parts and components rely on imports; core technology innovation capability is weak, high-end product quality and reliability are low; robot promotion and application is difficult, market share needs to be improved The problems of “small, scattered and weak” enterprises are prominent, and the competitiveness of the industry is lacking; the systems of robot standards, testing and certification need to be improved.

At present, with the rapid rise of labor costs in China, the demographic dividend is gradually disappearing, and the production mode is flexible, intelligent and fine. It is extremely urgent to build a new manufacturing system with intelligent manufacturing as the fundamental feature. The demand for industrial robots will increase substantially. At the same time, the demand for service robots in the fields of aging social services, medical rehabilitation, disaster relief, public safety, education and entertainment, and major scientific research has also shown a rapid development trend. The "13th Five-Year Plan" period is a crucial period for the development of China's robot industry. It is necessary to grasp the development trend of the international robot industry, integrate resources, formulate countermeasures, seize opportunities, create a good development environment, and promote the sustainable and healthy development of China's robot industry.

Second, the overall requirements

(1) Guiding ideology

Fully implement the spirit of the Party's 18th and 18th Central Committee, the Fourth Middle School, and the Fifth Plenary Session, adhere to the concept of innovation, coordination, green, openness, and shared development, accelerate the implementation of "Made in China 2025", and closely focus on China's economic transformation and The major needs of social development, adhere to the "market-led, innovation-driven, strengthen the foundation, quality first" principle, during the "13th Five-Year Plan" period focus on "two breakthroughs", "three upgrades", that is, to achieve the key components of robots and high-end products Major breakthroughs, realizing the reliability of robot quality, market share and the competitiveness of leading enterprises, taking enterprises as the main body, collaborative innovation of production, education and research, creating the competitiveness of the whole industry chain of robots, forming a robot industry system with Chinese characteristics, Building a strong country to build a solid foundation.

Market leadership is to adhere to the market demand-oriented, enterprise-oriented, give full play to the market's decision-making role in robot research and development, route selection, and various factors. The innovation drive is to strengthen the construction of robot innovation system, accelerate the formation of a new mechanism conducive to the development of robot innovation, optimize business and service models, and create a platform for public innovation. Strengthening the foundation is to strengthen the research on key technologies of commonality of robots, establish and improve the robot standard system and testing and certification platform, and consolidate the foundation of industrial development. Quality first is to improve the quality and reliability of key components and high-end products of robots, and enhance the core competitiveness of independent brands.
